TDP ignoring civic laws

Hyderabad, Jan 29: Ridiculing the style of functioning of TDP government, YSR Congress has said that it has no faith elected representatives to the civic bodies and has left the concerned laws in the lurch.

‘Chandrababau Naidu, who has been boasting of civic amenities in the GHMC election, has been making a mockery of the Municipal Act by not abiding to its provisions,’ party senior leader Botsa Satyanarayana told reporters here on Friday.

Though the Srikakulam, Vizianagaram and Machilipatnam municipalities have been upgraded to Corporations, why elections were not held there and the status of the three civic bodies has been very ambiguous, he said. The Minister for Municipal Administration and concerned officials should clarify on the issue.

The state has released Rs 2,000 crores for the company which has questionable credentials for the Polavaram project only for the sake of kickbacks, he said.

Government should clear all crop lones: Parthasarathi

Hyderabad, Jan 28: Reiterating that TDP government has been pursuing its anti-farmer and mercantile agenda, YSR Congress has said the notification of zones in and around the capital area mirrors the policy of the State.

‘The notification on demarcating agri zones indiscriminately leaving away multi-crop areas only shows that the government wants to create a boom in the capital region which it plans to give it to Singapore companies and Chandrababu Naidu’s coterie for development,’ party spokesperson K Parthasarathi told reporters here on Thursday.

The notification dividing the Krishna and Guntur into zones makes it clear that Krishna district is getting a raw deal as no construction can come up for 35 years in 15 lakh acres which are mostly upland areas while fertile lands are given away to foreign companies on a platter and there is no justification, he said. The zonal system would put heavy concentration in one area giving way to regional disparities.

Chandrababu Naidu has been stating that all agricultural loans were waived though the latest Bankers’ Report show that farm loans work out to Rs 91,415 crores. We demand that the government clear all the loans and release water for the Rabi crop and clear the due to paddy farmers which run into Rs 2,000 crores.

Why don't you give your College Buildings to Secretariat?

Vadde Sobhanadreeswara Rao, the former Ministerial colleague of Chief Minister Chandrababu Naidu, questioned the Chief Minister, Why are you not asking your colleague P Narayana to spare some of his buildings of Educational institutions in Krishna and Guntur districts to house the secretariat on a temporary basis instead of asking farmers and people of Vijayawada to sacrifice their lands and houses.
Sobhanadreeswara Rao also questioned Naidu to state the need to spend Rs 150 crore for the temporary capital at a time when the state government claims that it does not have financial resources. He said the Rs 150 crore is tax-payers money. 
Why the State Government was bent on acquiring additional 7500 acres for Outer Ring Road in capital area, when the need for it would arise only after 30 years? questioned Sobhanadreeswara Rao. He said the need for ORR is actually in Vijayawada and not in Amaravati. He also strongly opposed the proposed move to dismantle Tummalapalli Kalakshetram to set up an ultra-modern convention centre. "Where is the need for a convention centre here, when a state of the art convention centre will come up at Amaravati," he asked.

Spl. Status only way for development

Kakinada (East Godavari dist), Jan 27: Calling for a concerted fight to mount pressure on the Government for according special status for the State, YS Jagan Mohan Reddy has said that the road for development is only through special status which Chandrababu Naidu is trying to push it to the backburner and even going to the extent of calling it unnecessary.


Addressing a large number of students and youth gathered here on Wednesday as part of the Yuva Bheri, the Leader of Opposition in his inspiring speech to create awareness on the special status said that the only mantra for development is special status and it is our right which we are being denied.
‘We have to join hands and fight for our right as it is only through special status that we get more employment opportunities and economic activity which will lead to increase in standard of living and quality of life. Uttarakhand, after getting special status, has got over 2,000 industrial units with the inflow of over 30,000 crore investments creating numerous jobs and there was an increase of 490 % in employment opportunities.
This clearly shows that jobs will be created, employment opportunities will be increased, industries and investments will come in and with a 972-km long coastline, the economy will boom and every section will be part of the development process.
Chandrababu Naidu has been trying hard to impress that the era of special status is a bygone one. But that is a blatant lie. In a written reply to our MP YV Subba Reddy, the Centre has said in July 2015 that the Government has no intention to withdraw the special category status which is in force in 11 states of the country. This calls the bluff of Chandrababu Naidu.
The beneficiaries of the special status will be the youth and students who will be looking forward for jobs as the promise was made to compensate the loss we occurred by losing Hyderabad in the process of division of the state.
There was an assurance given by the Prime Minister and a cabinet decision was taken and sent to the concerned authorities. All that is needed is a signature by the Prime Minister and the will of the State Government to pursue the matter. The special status issue was incorporated in the manifesto of the TDP-BJP combine and even said it would increase the term from five years to ten years.
This is not being done as Chandrababu Naidu has placed his personal gains ahead of public interests and has compromised after his involvement in numerous scams, more so the cash for vote scam.
If special status is accorded the state will get 90 % of the funding in the form of grants, which need not be repaid besides exemptions and tax holidays which encourages big industrial houses to set up their business units in the state which in turn will throw open more employment opportunities to the youth,’ he said addressing a packed auditorium. Permission was denied to hold interaction with students in the university campus.
During the division of the state, it was announced that Andhra Pradesh has 1,42,808 jobs but there was no APPSC notification nor was the employment calendar announced and on the contrary 35,000 field assistants were sacked and the staff of Arogyamitra are being threatened to be sacked.
The Arogyamitra staff was recruited through an online examination and Anganwadi workers are also on strike seeking pay hike and regularization. The government is not showing any interest though Chandrababu Naidu during electioneering has promised to provide jobs to every household failing which unemployment stipend would be paid. Nothing has materialized even 20 months after TDP coming to power.
There is lot of talk on special package which finds no mention before elections and all the assurances put together is being offered as a special package which is nothing additional and no match to special status.
‘There is another propaganda going that that special status states will get limited resources which is wrong. The devolution of funds is being done under the DR Gadgil formula which was later improvised and came to be known as Gadgil-Mukherjee formula and special category states will get large number of benefits which will pave way for development.
This government is insensitive and intends to drag the issue to put it to sleep. Instead of going to Singapore and Malaysia, it is better if Chandrababu Naidu sits in the Prime Minister’s office and he insists on the special status which he will not do due to personal reasons.
We have to fight for our rights and with the support of youth, who will be the beneficiaries of special status, we shall mount pressure on the government to attain special status,’ he said.

Importance of Special Category Status for A.P.

Special Category Status is a financial aid given to states that fit into specific criteria and are granted mainly because of the inherent features of these states and the relatively lower income base. Right now there are 11 states that have been granted a SCS. Those are Assam, Jammu and Kashmir, Nagaland, Arunachal Pradesh, Manipur, Sikkim, Himachal Pradesh, Meghalaya, Tripura, Uttarakhand and Mizoram.
All the eight North-Eastern states have been categorized as special category. Most of these states have hilly-terrain and have a considerable tribal population. At present allocation of funds to special and general category states is decided based on the Gadgil-Mukherjee formula which is revised from time to time and allocated by the centre.

Around 90 percent of funds that is allocated to the special category states is given as grants, which need not be paid back, while only 10 percent as loans which have to be returned. States with SCS can also enjoy concessions in excise and customs duties, income tax rates and corporate tax rates as determined by the government.

For Andhra Predesh:
The demand to identify Andhra Pradesh as a Special Category State gained momentum after the state split into two. India’s 29th state, Telangana was formed which also took away AP’s capital, Hyderabad. Hyderabad was not just the capital but also a rising IT hub with about 80-90 per cent of jobs. Though AP got to share Hyderabad as the capital with Telangana for 10 years, it now has the burden to build its own capital at par with Hyderabad and provide facilities that will attract investments, to keep the state going. Andhra Pradesh thus had lost the revenue from Hyderabad and has the additional burden.

The then ruling Congress promised AP SCS for five years, while the BJP in opposition also joined the chorus and demanded that the period be extended to 10 years instead. However after the BJP government came to power, there has been no move to give SCS to the state. This has further angered the people of the state.

Chandrababu Naidu anti-farmer

Hyderabad: YSR Congress has said that Chandrababu Naidu has been blowing the trumpet at Davos that agriculture is lush in the state while in reality the facts are otherwise. ‘Chandrababu Naidu has been adopting anti-farmer policies whenever he was in power and this term is no exception. Farmers are in distress and the yield has come along with the extent of land taken up for agriculture,’ party Farmers’ Cell Convenor MVS Nagi Reddy told reporters here today.

The anti-farmer policy of Chandrababu Naidu has been exposed once again with the appointment of McKinsey and Company as advisors to the Government. It was the same company which had recommended drastic cuts in agriculture during its previous term in the same capacity with the same Chief Minister.


This shows what is in store for the farmers. Chandrababu Naidu speaking that farm sector is lush and business opportunities can be explored in agriculture does not sync with reality, he said. Paddy, cotton, oilseeds, turmeric, pulses and all crops are not getting the MSP and farmers are at a loss and are going into a debt trap, he said.

TDP should mend its ways

Hyderabad, Jan 25: Expressing grief and anguish over the suicide attempt by Arogyamitra worker in Nellore district, YSR Congress has said that the TDP government has to mend its ways and honour its poll promises besides regularizing the services of volunteers in medicare.

‘The events leading to the suicide attempt by Arogyamitra worker Sumitra shows the faulty policies of the government which has gone back on its poll promise of regularizing contract workers and selectively removing Arogyamitra workers on some pretext or the other,’ party spokesperson Vasireddy Padma told reporters here on Monday.

It is very unfortunate the Arogyamitra worker had to resort to such an extreme step. Chandrababu Naidu has promised jobs to youth and to regularize contract workers during electioneering but after coming to power went back on his promises.

The pay revision of health workers was ignored and now the government has been sacking Arogyamitra workers on some flimsy grounds. The same workers who were serving as agents of rural medicare for long are being dubbed as inefficient and are being shown the door only to accommodate TDP cadre.

‘If the government feels that they are not up to the mark, they should be given additional training to upgrade their skills but cannot throw them out of jobs,’ she said.

The lathi-charge on Anganwadi workers at Vijayawada shows the attitude of the government. We demand that government should introspect and restore the jobs of all Arogyamitra workers and regularize their services.’ The hike in pay being demanded by Anganwadi workers is not a big amount when compared to the extravaganza of the Government, she said.

YS Jagan Congratulates PV Sindhu

Hyderabad:  The YSR Congress Party President, YS Jagan Mohan Reddy congratulated the Telugu gem, PV Sindhu on winning the Malaysian Open Badminton title. Jagan wished PV Sindhu to achieve more success in further tournaments in a statement on Sunday.

 The Indian Badminton player PV Sindhu won over Gilmour Christie (Scotland) with a score of 21-15, 21-9 in the finals conducted on Sunday and achieved the title in the Malyasian  tournament. Previously in 2013 also Sindhu won this title.

Lathi charge on villagers against the Mega park construction

West Godavari: The government is acting hard on the villagers of Kunduru village, Bhimavaram district. Government is working on constructing Aqua mega park which seems to bring threat to the villagers. The villagers are protesting against it since an year and now it has been exacerbated by the villagers and they tried to stop the construction by entering into the mega park site by force. Police charged on the villagers to which the situation turned tense.
The villagers stated that due to the mega park construction, Godavari river will be contaminated and can lead to various health problems. The villagers were protesting and stating their concerns to the leaders several times over a period. However, the TDP government is not caring at all to which the villagers anger is aggravated on government.

TDP resorting to vindictive politics: YS Jagan

Nellore, Jan 21: TDP governance has been dwarfing the Emergency days with the arrests and foisting of false cases driven by political vendetta to create a fear psychosis but our resolve to fight injustice will further strengthen by such acts, YS Jagan Mohan Reddy has said.


‘TDP government has foisted false cases against our Party MP Mithun Reddy and MLA Chevireddy Bhaskar Reddy which is highly undemocratic and dictatorial and this injustice will be fought on all counts,;’ the Leader of Opposition told reporters here today after visiting the two leaders in the jail.
‘There is no proof that our MP Mithun Reddy has assaulted the airport manager but the case was instigated by Chandrababu Naidu and his henchman only to settle political scores against the young leader who has been popular in the region. The entire airport is under electronic surveillance and the CCTV footage could be produced as evidence but that was not done as the charges leveled against him were false and concocted.
After seeing me off at the Tirupati airport, based on the written complaint of 19 passengers that they were not given boarding passes, Mithun Reddy had asked the airport manager why the travelers were put to inconvenience. The incident took place around 2.30 pm and it was closed.
Chandrababu Naidu arrives in the evening and instigates the Manager to file a complaint against Mithun Reddy which was done at his behest. He was taken to a hospital which has certified that he was in good health. Normally when there is a complaint of assault a Medico Legal Case (MLC) is booked which needs a certificate from a hospital about the injuries.
The manager attends duty on the next day but TDP leaders ask him to go away and four days later he is admitted to a different hospital where the Manager’s brother works. In case of Chevireddy Bhaskar Reddy, it was an old case of wall writing seeking united Andhra Pradesh which was reopened to arrest him.
TDP government has been following the policy of political vendetta and we will fight this injustice. They have booked false cases against our MLAs RK Roja, Gopireddy Srinivasa Reddy, Bhuma Nagi Reddy and others as well. They have to pay a heavy price for such vindictive acts, he said.

Our MPs will raise the issue in Parliament


Hyderabad: Leader of Opposition and the YSRCP President  YS Jagan   visited the University of Hyderabad campus and expressed solidarity with the student community.
YS Jagan strongly condemned political interference into campus affairs which led to the death of Dalit scholar Rohith. He assured that YSR Congress Party MPs will raise the issue on the floor of the Parliament.
Addressing the students, YS Jagan strongly condemned the justification of suspension of the scholars on the grounds that they participated in a protest. "Is that any anti-national or terrorist activity?" he questioned and squarely blamed the Union ministers for the death of Rohith. A Union Minister writing a letter to another Union Minister seeking action against students surpassing the university vice chancellor is an indication of direct interference of government into the campus, Jagan lamented and demanded a strict action against all who were responsible for the death of Rohith.

He mistake seems to be HCU Vice Chancellor : YS Jagan

Hyderabad: The Leader of Opposition of Andhra Pradesh, YSRCP President, YS Jagan expressed his opinion in the case of Central University student Rohit,  that the mistake seems to be made by the Vice-chancellor of Hyderabad Central University. YS Jagan went to Rohits home in Uppal and met the family members and shared his condolences. Along with him were the senior party leaders, Balineni Srinivas Reddy, Uppaleti Kalpana, Merugu Nagarjuna and others.
YS Jagan remembered Rishiteswari who committed suicide in the Nagarjuna University. YS Jagan stated that even in Rohits incident the error is clearly because of the Central University Vice Chancellor. YS Jagan questioned that is it fair on the Vice Chancellors of the Universities to make students desperate and commit suicides? They are appointed to protect the students.
Five students were suspended while one student committed suicide while other four are struggling for justice. A suspended student cannot go to library or canteen or stay in the University. YS Jagan requested the Vice Chancellor to withdraw suspension on the remaining four students on humanitarian grounds.
YS Jagan mentioned that he would visit the camp in the University where the four students are protesting support them.

YS Jagan consoled Rohith's parents

Hyderabad : Leader of Opposition of AP and the YSRCP President YS jagan expressed grief and anguish over the suicidal death of Rohit Vemula, a dalit research scholar at University of Hyderabad. Taking serious view of the most unfortunate developments in the tragic end of a young dalit scholar, He demanded that culprits, whoever they may be should be brought to book forth with and severely punished. He extended his condolences and sympathies to the bereaved family members. He telephoned to the parents of Rohit and expressed his grief.

TDP unleashing terror tactics

Affirming that TDP Government is unleashing a reign of terror in Andhra Pradesh, targeting opposition leaders and women In particular, YSR Congress has said this is an act of cowardice which stems from the guilt of failure of Chandrababu Naidu on various fronts. ‘The way Rajampet MP Mithun Reddy was arrested and the taking our Party MLAs and leaders into custody for protesting against the arrest shows the vindictive attitude of the State with a political agenda,’ party spokesperson Vasireddy Padma told reporters here on Monday.
‘The two-month old issue was blown out of proportion with political instigation as Mithun Reddy had only questioned the airport manager for the inconvenience caused to the passengers and the official had apologized. The same day Chief Minister arrives at the airport and instigates the manager to file a complaint against Mithun Reddy and a case was booked for assaulting the airport manager. If that was true the CC TV footage would have taken into consideration.
Though Mithun Reddy, who hails from a political family that has a long standing public life in the district, was prepared to surrender the government opted to make a big issue and arrested him in an unpleasant manner and when our Party leaders have spontaneously held protest demonstrations, they too were taken into custody and cases were foisted on them.
When the Government Whip Chintamaneni Prabhakar assaulted a woman official in full public glare, there was no case and the Chief Minister tells the lady officer to be in her limits which gives more courage to the TDP leader who used filthy language on the Anganwadi women workers who are on strike.
Inside the Assembly with the Call Money Sex Racket blowing out in full form, our party MLA RK Roja was suspended for one year, which is unprecedented. All these are incidents, which the TDP government has resorted to terrorise people, but these are acts of cowardice and are tactics to cover up the failures’, she said.
Taking objection to the publicity hype that crores of rupees are pouring into the state in the form of investments and the three-day Davos tour of Chief Minister and the propaganda thereon, she said, such moves will dilute our claim for the special status. We will be losing on both counts as the inflated figures of investment, of which hardly 10% would materialize, will hamper the special status claim. The state has many successful entrepreneurs and why are they not availing the opportunity and where is the need to run around the world and spend huge amounts of public money, she said.

Is this a regime?

The people of the villages and the leaders of opposition are firing on the ruling party stating that, the Janmabhumi program organized by the Yellow party is only beneficial for the yellow party leaders and none others. They stated that Naidus regime is hardly working to support the people and focussed mainly on its false propaganda in the program.  

The public protested against the authorities raising the pending issues and questioned when they can be resolved. While few TDP leaders maintained silence without answering few stayed back in the fear of people attacking them.
People could fetch nothing with Janmabhumi as all the promises and beneficiaries of government schemes were in vain. Instead of implementing the schemes, the ruling party deprived the pension for the old, ration card for the under privileged and all the benefits are seen to reach the people belonging to yellow party. People warned Naidu that in the forthcoming elections, Naidu's regime will be completely ruled out in the State.

Straight Questions by YS Jagan

Hyderabad : Leader of Opposition and the YSRCP President YS Jagan hs written a letter to Speaker of AP Assembly. He demanded to revoke the suspension of MLA Roja from Assembly. Letter is given here:

Respected Speaker,
I draw your kind attention to the recent suspension of Smt Roja, MLA for a
period of one year from the services of the House by way of a Motion moved
under Rule 340{2} of the Business Rules AP Legislative Assembly.
The said Rules are reproduced below:
340. (L) The speaker if he deems it necessary name a mernber who
disregards the authority of the Chair or abuses the rules of the House
by persistently and wilfully obstructing the business thereof.
{2) lf a member is so named by the speaker, the speaker shail on a
motion being made, forthwith put the question that the mernber
(naming him) be suspended from the service of the House for a period
not exceeding the remainder of the session:
Provided that the House may, at any time on a motion being made,
resolve that such suspensian be terminated.
(3) A member suspended under this rule shall forth-with withdraw from
the precincts of the House.
It is clear frorn the above that when a motion under Rule 340 is moved, the
Speaker has to necessarily put the Motion for voting and suspend the
Member so named from the service of the House for a period not exceeding
the remainder of the session upon the Motion being adopted. Nevertheless,
the Hon'ble Speaker has to ensure that such a Motion is in accordance with
Business Rules. lf it is ultra vires the Business Rules, he should, in no case,
allow such a Motion being taken up, even if hypothetically 100% of the
Mernbers of the House want such an illegal Motion to be moved.
lf one peruses the records of the proceedings of AP Legislative Assembly
dated 18th December 2015, it is clear that the Hon'ble Legislative Affairs
Minister, who himself was the Speaker of AP Legislative Assernbly during
1994-1999, moved the Motion under Sub-rule 2 of Rule 340 of the Business
Rules of the State Legislative Assembly for suspension of Smt Roja for a
period of one year when that said Rule cited by the Hon'ble Legislative
Affairs Minister, provides for suspension only till the remainder of the
session. At this stage, the Hon'ble Speaker ought to have objected to the
Motion under Rule 340, as the said Motion was against the provisions of the
said rule. The said Motion moved by the Hon'ble Minister for Legislative
Affairs was adopted, which is very unfortunate and certainly a black day in
the long history of State Assembly.
Apparently to cover up this misstake, the Hon'ble Legislative Affairs Minister
said on the floor of the House that the House is supreme anrd that there is no
need to follow the Business Rules. How can, of all the Members, the Hon'ble
Minister for Legislative Affairs, who was Speaker of this august House for five
full years during 1994-1999, could say that the Rules are irrelevant? Then
why do we have rules? Why does Lok Sabha have rules? Are they there only
to be breached?
I would like to submlt that all the State Legislatures and both the Houses of
parliament in lndia run according to the Business Rules made by them either
unden Article 208 or Art 118 of the Constitution, as the case may be.
Notwithstanding some aberrations, our Legislatures have been running in an
exemplary manner. The Business Rules, for instance, made by our own state
Legislature, which are rnore or less a replica of the Business Rules of Lok
Sabha, have stood the test of time. The problem arises only when we as
Mernbers do not want to follow the Rules.
The Hon'ble Legislative Affairs Minister said that the House is supreme and
that no court can question any decislon of the House; he might be relying on
the provisions of Art 212 of the Constitution of lndia.
The office of Speaker has been accorded highest position under Indian
Constitution and he/she is duty bound to run the House strictly in accordance
with the Business Rules, if any, in as much as each and every Member also is
duty bound to comply with them. lt is under this assumption only that Art
122/212 of the Constitution have provided for certain immunities to the
proceedings of the Parliament/State Legislatures. Art 212 is reproduced
below:
"212. (1) The validity of ony proceedings in the Legislature of a State
shall not be called in question on the ground of any alleged irregularity
of procedure."
it is clear from the above that bar on judicial review is available only in
regard to matters of alleged irregularity of procedure. If it involves violation
of Business Rules, then no such bar on judicial review is available.
The Hon'ble Supreme Court in Raja Rampal vs Speaker of Lok Sabha clearly
directed that if there is a blatant violation of rules, the proceedings of both the 
houses of Parliament could become justiciable in High Courts/Supreme 
Court notwithstanding the immunities under Art 122/212.
The very foundation of a Constltutional democracy rests on the principle that
no power or immunity vested in any constitutional authority is absolute and
unfettered and therefore cannot be exercised arbitrarily, whimsically or in a
pick and choose manner. The Hon'hle Supreme Court has intervened on
many occasions in the past when decisions are taken by any Constitutional
authority against Rules and Principles of Natural Justice.
You are kindly aware that despite specific bar on the jurisdiction of courts
over the decision of the Speaker under Tenth Schedule to the Constitution of
lndia, it did not deter the Supreme Court from subjecting the actions of the
Speaker to judicial review. The latest case belng Balchandra L Jarkiholi & Ors
vs B.S Yeddiyurappa & Ors, in which the Supreme Court declared the order of
the Hon'ble Speaker, Karnataka Assembly disqualifying 13 Members of
Karnataka Legislative Assembly under 10th Schedule to Constitution,
dilsqualifying the MLAs from rnembership of the House, null and void on
grounds of violation of Rules 6(5)(b) and 7(3) of the Disqualification Rules,
1986, as also the principles of natural justice.
The Hon'ble Mlnister for Legislative Affairs further said that during the
currency of the suspension of Smt Roja, she will be an ordinary person not
entitled to any priviteges as MLA and that she cannot draw salary and stay in
the official residence allotted to her as MLA!!! Does he not realize that she
has been suspended only fnom the services of the House and that her
Membership is intact?
I draw your kind attention to Rule 374 of Lok Sabha Business Rules, which are
reproduced below:
374. (1) The Speaker may, if he deems it necessary, name a member
who disregards the authority of the Chair or abuses the rules of the
House by persistently and wilfully obstructing the business thereof.
(2) lf a member is sa named by the Speaker, the Speaker shall, on a
motion being made forthwith put the question that the member
(narning hirn) be suspended from the service of the House for a period
not exceeding the remainder of the session:
Provided that the House may, at any time, on a, motion being mode,
resolve that such suspension be terminated.
(3) A member suspended under this rule shall forthwith withdraw from
the precincts of the House".
It may please be seen that Rule 374 of Lok Sabha Business Rules is identical
to the Rule 340 of the AP Legislative Assembly Rules.
It is relevant to note that even when extreme pandemonium broke out in Lok
Sabha on 13th Feb 2014 and Members of Lok Sabha were coming to blows in
the podium and when one of the Members went even to the extent of
spraying pepper spray near the podium of Lok Sabha causing a huge health
hazard in Lok Sabha, Smt Meira Kumar suspended 18 MPs only for remainder
of the session because that is the rule.
How can AP Assembly alone follow an entirely different interpretation of
rules from that of the rest of the country, particularly for allegedly much
smaller offence?
Therefore, much depends on how Impartially we conduct the proceedings of
the house in strict adherence to the Buslness Rules. If the entire House, in its
wisdom, for whatever reasons, decides that the existing rules are not
adequate, the same may be referred to the Rules Committee to make
necessary amendments to the rules and comrnunicate the same to all
Members and start implernenting them prospectively. But, to say that
Business Rules of AP Legislative Assernbly are irrelevant smacks of either
ignorance of law of the land; in any case, such a stand is very unfortunate'
If we do not follow a transparent, rational and intelligible policy, our 
decisions will be open to questions by Courts and if that happens, the
supremacy of Legislature will be breached, which will be a sad day for all of us.
I have vide my letter dated 19th December 2015 requested you kindly to 
revoke the suspension of Smt Roja, as the same is violative of Rule 340(2) of
APLA Business Rules.
In the light of the above, I once again request you sincerely to kindly,
respecting the time tested Business Rules, revoke the suspension of Smt
Roja, as the Motion that was passed suspending Smt Roja for a period under
Rule 340(2) of the Business Rules was against the provisions of the said Rule
and hence illegal and unconstitutional.
